Marine vessels operating in port generate two primary categories of wastewater:

Sewage (Black Water)

  • Originates from toilets, urinals, and medical facilities.

  • Contains pathogens, organic waste, and pollutants.​

  • Strictly regulated due to its potential environmental and health impact.

 

Grey Water

  • Derived from sinks, showers, laundries, and galley operations.

  • Contains soap residues, detergents, fats, and cleaning chemicals.

  • Though less toxic than sewage, improper disposal can still damage marine ecosystems.


In Singapore, wastewater management is governed by both international maritime law and national environmental regulations:
IMO MARPOL Convention – Annex IV

  • Regulates sewage discharge from ships.

  • Requires proper onboard treatment or secure storage for shore-based disposal.

Singapore’s Maritime and Port Authority (MPA) Guidelines
Prohibit the discharge of untreated or treated wastewater in Singapore port waters.

  • Mandate use of approved marine service providers for collection and disposal.

  • National Environment Agency (NEA) Standards

  • All marine waste must be transported to NEA-licensed waste disposal facilities.

  • Ensures wastewater is treated safely and in an environmentally responsible manner.
